I checked my default install of 4.01 and I get 90 on Page Speed and an 83 on Yslow. I am not running any optimizers and have not made any changes to the config file.
Very impressive performance on my test domain via MediaTemple's Grid Service shared hosting. Lots of installations on error but everything is working.

PHP 5.2 was EOL 3 years ago. PHP is at 5.5 now. If your host is that out of date, then there are likely other problems as well.

PHP 5.3 is also EOL, so it makes little sense that your host is offering it without mentioning this. I would consider another host.
But in regard to the choices: PHP 5.4 is the only sensible choice. (option 3)
