We’re attempting to configure the new version 4.20 for our store but find the process very frustrating. As a gift company we deliver most often locally to individuals not always to the sender but setting that up in the sending methods is extremely difficult. We have outlets in two different cities and as well, ship nationally but trying to set all that up is remarkably difficult. Any suggestions would be very much appreciated.
Your frustration usually comes from doing them in the wrong order. Here is the order that makes it click.

Gift delivery to someone other than the buyer.In the customer profile and checkout fields, make sure the Shipping address fields are enabled. The customer then ticks “ship to a different address” at checkout and enter the recipient’s address, separate from their own. No special setup beyond enabling those fields.

National plus local rates. Set up your zones first under Shipping & taxes, destinations. Create one zone per local city and one zone for the rest of the country. Only after the zones exist do you add Shipping metods, and each method gets its own rate per zone. Try to configure methods before zones is the usual sticking point.

Two outlets. If you only ship by courier from two cities, the zones above are enough. If you also want in-store pickup or separate stock per outlet, that is the store locator and warehouses functionality, where each location can have its own pickup and shipping zones and its own stock.

Store Builder. Thank you for your guidance however we don’t appear to have the fields you refer to (See attached jpgs). It’s absolutely astonishing that a new version of CS-Cart isn’t easier to amend than version 4.3.9, now 10 years old! It’s no wonder CS-Cart is losing customers to Shopify. Unless we can overcome these and other issues inherent with the later CS-Cart versions we’ll be moving to Shopify ourselves. It’s a sham(e) when version 4.3.9 was so easily editable!!!

The screenshots you mention did not attached, so I cannot see the exact screen you are on. If you could resend them, that will help me point you to the right spot straight away.
In the meantime, the shipping address fields sit in a different place than you would expect. They are under Administration, then Profile fields, in the Shipping address section. Once that section is switched on, customers get the option to ship to a different address at checkout, which covers your gift deliveries to recipients. The menu layout did move between 4.3.9 and the current version, which is almost certainly why it looks like the fields are missing.
