Checkout Page takes FOREVER to Load!

I am running CS-Cart 2.1.4 on a dedicated server.



If you register as a customer, then login and place items in your cart, then press the CHECKOUT link, the page takes 8-15 seconds to load.

We have tweaked several server side settings and have sped up the site itself, but the checkout page is still ungodly slow to load.
