We have been facing issue where a user having a profile on our store cannot create a vendor account using his email id registered at the store.
Suppose, he has signed up on ours store/and created one of his accounts, then if he tries to create a vendor account using his same email id, it gives an error “[font=Tahoma, Geneva, sans-serif][size=3]The username or email you have chosen already exists. Please try another one.[/size][/font]”
Is this the default functionality in cs-cart or we have to fix it somehow?

It is default CS-Cart functionality. E-mail should be unique for each account (customer, admin or vendor)
Well, if we think it from a user's point of view, it would be a difficult task to manage different email accounts for different accounts(user/vendor)
Can we somehow troubleshoot it in terms of allowing the user to use a single email id for both his vendor account and user account. I guess this would be more helpful. What say?

Well, we resolved it. it seems that one can have a same email address for both the user and vendor account in the default cs-cart. Thanks for your help eComLabs
