Bug In Checkout - Default State

If you go to Settings - Checkout -> Default State
You cant set the default state TO - Select state -
You are forced to select a default state for your customers, and I am not ok with this...
This is how it should be, so the customer to be forced to select the state.
Have anybody else encountered this, and if you guys can help me with a fix for this

Hi!

From my point of view you are only forced to select a "state" if there is a "country" selected. Field "state" only becomes mandatory if a country is selected.

So, is it okay for you to leave both entries (state and country) unselected by default?
