in responsive 4.8 the banner link does not go to the product of the banner.
it goes to the top of the page(home page) or a blank page. The help desk is saying that Banners is controlled by statistics and statistics was deprecated after 4.1.1. I see information in the Documentation that banners are included and I have a separate add-on named Banners.
can anyone tell me how to get banners working?

How did you create banner? Is it graphic banner with URL set to product page?

Go to Marketing -> Banners and open required banner. The fill up URL field with the required URL and check the result
