Seller can Accept, Decline or make counter offer 90$.
Customer can do same Accept, Decline or make counter offer 85$.
If seller accepts offer, counter offer we have sale, if customer accepts counter offer we have sale also in cs-cart this would be “open” status order. Customer could pay order from here (same as this cs-cart setting “Allow customers to pay order again if transaction was declined:”)

Would it be posible to merge this addon with paypal express checkout function? No need to collect any customers data would be needed, all would be taken from paypal site.
