The “add a product” button is located in the products section.
When we want to add a product, we need to go to this section and then click the button.
Is it any way to make this button or any similar link for adding a product from any pages ?

Yes - you can use the Quick Menu (this is the menu you can move around in admin) - you can change the structure of the quick menu and add your own links - see the Edit button at the bottom of the menu and add a link to the URL of your your Add Products page.
If you are using 3.01 and the Quick Menu is not showing you have to enable it first in Settings → Appearance → Administrator Settings
