How do you setup CSCART to auto send the e-mail?

You may only use this variant.
Marketing → Newsletters-> Newsletters. Edit the newsletter. Find the field Customers with abandoned cart.
But it is not the auto solution.
Unfortunately, there is no auto email functionality in CS-Cart.
