1. Yes, vendor.php is available even if the store is closed.
2. There is the store_closed.html file in the root of your CS-Cart installation.

Unfortunately, multi-vendor does not have such a feature out of the box
CS-Cart license department offers to buy Ultimate edition to have a way to use subdomains on MultiVendor.
But, there is an add-on https://marketplace.cs-cart.com/add-ons/site-management/cs-cart-vendor-subdomain.html
Try to ask them how they solve the issue with licenses.
