Smtp Connect Failed - Error During Upgrade

Greetings to everyone,

I'm trying to upgrade and when starting to installing the upgrade I'm getting this error :

"ErrorMessage could not be sent.
Mailer Error: SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting".

I'm running 4.11.3 version and I want step by step to upgrade the store to the latest.

Ok I found the solution. Something was going on with the mail server.

I configured correctly in admin, but I still get error

Please make sure that SMTP settings in your installation are set up correctly.
