Free shipping promotion for sellers.
For vendors, vendors with basket amounts above the limit set by the administrator will have free shipping,
and vendor products will be grouped by store in the cart. and the free shipping limit will appear side to the store name. A setting will be added to vendor plans, and vendors on that plan will be able to set their own limits.
this should definitely be in cs-cart multivendor
