Adding file upload to vendor registration shows up as input on the frontend, no option to upload file

It's the file type but shows up as input field on the frontend and file uploader on the backend, what could be the cause?

This doesn't seem to work on the latest release. I've tried three builds and it just created an input field.
CS-Cart really needs to be thoroughly re-tested.
