Just wanted to ask if it's normal to constantly have a popup message from a add-on developer showing on the admin side as since I did my last upgrade I have a persistent pop up message from webgrafic about discounts and such and I would like to turn that off if possible.

Cartpower not even addon itself but some update manager failed msg popping. Failed to do what? What is it doing in background installed in fresh install! 
They ofered me sending them ftp details so they would fix something cozy bear
I'm getting up to date messages from Webgrafic with promotions, updates, etc., they are "live" per say.
Now, to me, it seems like a piece of spyware as it feels invasive as if they can pop up a message on my end I'm afraid they can also have access to other data, this should not be allowed.
Just yesterday I was watching on youtube how this intelligent hacking attack was made on US company solarwinds, who offers network security services to thousands of companies.
What happened was an update was infected and it was passed to 20k compaies whoose systems were breached.
So your consern is very seriouse, by buying addon I just want a simple piece of code with few hook overrides.
I would never buy anything of Webgrafic, their files were (maybe still are) encoded, you cannot even know what their up to..

I have two, Suggestive Search and Alphabetical Product Listing, the pop up messages do not indicate what is the add-on responsible as they mention all of their products, discounts, etc.
Contact webgraphic and ask them to disable these notifications. If they do not agree, contact CS-Cart support team
And while your at it ask them to fix their license manager which seems to be active even when their addons are disabled (but goes away when uninstalled). They fill the error_log with useless reference notices. Makes finding actual errors difficult.
Wrote to them and got a reply:
"We are sorry hearing that our notification is disturbing you,
should appear only once on new content until you don’t clear your cs-cart cache.
Please send me a reminder after the holidays and I will remove it on your end if is really irritating you.
I will need a temporary FTP access."
