If developer has access to store file, he can get full access to the admin panel. So there is no point to add such restrictions

If you are using cpanel, create an ftp account within the cpanel account that controls your store (you can delete it when they are done if you want). Set the 'root' of the ftp account to the document root of your store (typically public_html). Also create an unrestricted admin account in your store that you can disable when the developer is done. But if they're a cs-cart developer, they should already be able to tell you these things. Possibly you need a different developer who is familiar with cs-cart?
