They are working on PHP 7.4 compatibility. Furthermore, CS-Cart will not benefit from JIT that much, as it does not benefit from esoteric instructionsets like AVX. JIT will only bring an estimated 2 to 3% performance increasement.
So stop thinking that newer versions provide 'amazing' speed, as that is just not the case. This is PHPs shift to become a more general purpose programming language.
