Is this mean there is no mobile app at all for standard edition or we have to buy the mobile app separately ?

as far as i know apps are included only in mv ultimate version.
my solution for the moment is "Webview Apps"

There is no way to buy app for common Multi-Vendor license
But try to contact sales department. Possibly they will give you personal offer
