Is there a way to create a filter by country, city and region in an easy way?

Do you mean filtering products, or vendors?

 

If you want to filter products, solution was already mentioned - create features and then make filter from them.

You should use add-on "Vendor locations", which allows you to determine vendor's locations, and then lets customers display products in selected radius around their location.
