How Can I Create Rate Areas For Shipping

Hello,

I want to activate shipping cost in my website, since now i have been using pay on delivery shipping cost but now i want to calculate it. What i want is adding the shipping rates according to the cities that the products will be delivered, it means that for a specific city the products will have the same shipping rate for another city the same and so on. Can you give me any suggestions how can i do this??

I have checked this section but i cant find anything that could help me. In my State we dont have Country separation only the Cities, i put the cities in the Cities sections but nothing happens, is there any specific method how to add a city??

Each city should be located on the separate line. It should work out of the box

I added the cities in different rows but othing happens, i cant see the cities when i create the shipping method, only my country.
