an arrangement that these are opened at the bottom of site instead.

Cookies define the session and MUST be processed before any html output is displayed. Cookies are not an active component. Can you describe what you are trying to do? You can read cookies any time and look for a value and then use that info any where in the workflow you want.
We just want location of cookies display at bottom rather at top.
Also, we wish that once user click OK or Accept on cookies pop up, site does not re-load

There is no easy way to do it since default CS-Cart notification wrapper used to display cookies information. But there were such addons on the marketplace
