Remove "state"

In profile fields, I have unchecked the "state" field.

So it does not appear and could not be chosen when a user create an account or make an order.

But when I receive an order, I can see in the shipping that the State has been filled with a value.

Why the state it filled by a default value if I don't want to use it ? What to do to avoid this ?

I'm using CS-Cart 4.10.3 (Ultimate with 2 shops).

Probably because it is set in Settings->Checkout->Default customer location
