In the address forms at profile, checkout etc. in the State Field the default state ( mine is Florida) is always visible when the customer enters their address. Many customers do not change this to their state.
Where can I change this and show a blank field?

Settings->Checkout
You can change the default address for state but it won't be blank. Instead, choose "Select state".
