New Checkout Won't Allow Default Address To Be Changed, Why?

Last night I upgraded from 4.9.x to 4.10.3. I use the VivaShop theme, and part of their upgrade process for the theme was to disable the old step by step checkout. So I am using the new checkout. However, I find it very confusing to try to set up.

But the biggest problem is that if I add something to the cart and go to checkout (as a guest), it will not let me change the address. There is a default city and state already filled in, and no matter how many times I change that to something different, immediately when I click the shipping options to refresh for a new location, everything goes back to that default address. How are my customers supposed to check out with that going on?

Why is there a separate "Deliver to" block for city, state and country? Why can't those fields just be a part of the Address block?

OK so I managed to go back to the old step by step checkout.

However, there is no longer a check box for "billing address same as shipping". I always had it that they only had to fill out shipping details if their shipping address was different from billing. How do I get that back?

Also, the checkout is now forcing everyone to put a country code before their telephone number. How do I disable that so they can enter whatever numbers they want?

I have the same problem with the checkout and had to revert back to the old checkout. I entered a ticket and I'm waiting for a response. The issue with the phone number was fixed in an update.
