You are aware that only a small number of browsers support WebP, and that when enabled, thumbnail generation will take twice as long? Just making sure you know the consequences of this implementation.
 

Also, the main problem remains time to first byte. That is the only thing a customer needs to 'wait' on, as resources get send to the customer without any processing. So if you are really keen on performance, perhaps try moving to AWS or something, which can offer fast processors that can guarantee a 100ms to 150ms TTFB.
