Administration/Export/Users??? I don't believe there is a limit. The only limit is when you search and then do "export selected".

Do not use Export selected option on the Manage users page. Just go to Administration -> Export data -> Users page to export all users.
If you still need to select require users, add &items_per_page=9999 to the URL on the Manage users page
