If you use new e-mail templates, you will find Packing slip template on the Design->Documents page.

For old document editor please change the following template

 

design/backend/mail/templates/orders/print_packing_slip.tpl

on 4.8 responsive under Design I see Themes, Layouts, Templates, Menus and Product Tabs. Where do I locate Documents?

Sounds like you're using the old method in which case you should follow eCom.
