Creating A Home Page Outside Of Cs Directory

So I created an html page for my home page by simply copying the html from the from the page source I want to copy. This seems to work fine only part of the time though. For some reason the page doesn't render the css look and feel of the store SOMETIMES (just a stripped down version on a blank white page with not much real formatting). Other times it looks just fine. Can't figure out why it renders properly only sometimes and not others. Doesn't matter the browser. Then magically it will fix itself. Any ideas on what would cause this or how to fix? Sorry, I can't provide a link since I have changed my htaccess back to forwarding to the CS index folder.

It is not good way to change home page since after each cache clear the name of compiled .js and .css files are changed. What kind of changes do you want to apply to home page? Possibly it can be done with default tools

I just don't like having to redirect my index page to my /cs-cart/ folder for seo reasons. So I want a page that is outside of the cart directory. Is there an easier way to do this?

I do not see easy way to do it. If you use 301 redirect to /cs-cart/ folder, it should not affect seo ranking

Yeah, my site has been that way (forwarded to my cart folder) for years. Doing some research after my ranking fell I have found, at best, it doesn't hurt. But I have also read it surely doesn't help (by Google gurus) so was just looking as an alternative. Oddly, the day the home page was messed up (but outside the cart folder) my sales for the day doubled or even tripled my average day. Probably just a fluke but most of my traffic comes from searches linked to pages on my site (not my home page) so the bad home page didn't affect my sales negatively for sure.
