i upgraded today to 4.9.1 after upgrade my store front displaying message "service unavailable".

Please check again if the close storefront setting is not enabled. I do not see any errors in page code so it seems that storefront is closed.

I unchecked close store front and saved but still same error. I also updated my server to php 7.1

I again checked. setting--->General--->unchecked close storefront.

Apparently you have fixed the issue....
Note that ctl-U will reload the page and may not then reveal the error. Better to right-click and select 'inspect' to view the code for the current page.

Suggest you contact SimTech Dev since that error is related to one of their addons.
