Check the settings in the paypal add-on - you can assign cs-carts statuses to paypal actions.,
I know about this, but this will still change status to something. I wish there was like partial refund setting that would just do nothing.
I just keep the order on the same status - completed - when a customer opens a dispute.
Or wait no we have an extra status now for it - Paypal Dispute - which does not change inventory.

It always works in this way. Note that the Inventory setting of status from and status to should be equal

You can just make a status yourself and assign it in the paypal add-on settings. See screenshot attached.
Partial refund of order is not same as when customer places non receipt dispute. Dispute deducts whole amount.

Yeah it's on decrease, because usually only completed orders are disputed and the products should not come back in stock.
