Our current payment options list is a huge mess. It's way too vertical.
I would like to remove a lot of empty space and make our layout more horizontal, but i can't find where i can do this.
In the attachment i made a paint sketch up of the desired result. Any idea which file i should look for?

Right space is reserved for payment instructions if you would add those. Whole checkout needs redesign ;)
You should change the following template
design/themes/THEME/templates/views/checkout/components/payments/payments_list.tpl
