Hello!

You need to edit the design/themes/YOUR_THEME/templates/blocks/static_templates/payment_icons.tpl file. Please note that there is a hook there so you can make the changes via add-on.

It is faster to create HTML block with payment icons than alter the default one since all icons are located in one image now.
