Please clarify the purpose of this functionality.

i will have a alot of promotions. i want group thats. eg: i will create group calle dname is free products

second group can be catalogs or category names whatever

Thank you for the clarification. We failed to find such kind of module on the marketplace

To clarify, you want to be able to group promotions under naes like "free products group", "coupon codes", "usergroup discounts", etc. and be able to see the groups as the primary listing of promotions where a click on that group would show you the promotions that are in that group?

I.e. you want to add a layer on top of promotions for administrative purposes?

If so, shouldn't be too hard to have an admin layer that can help you organize your data. But do note that the greater the number of active promotions that exist directly affect the performance of every add-to-cart and recalculate operation.
