i want to use different shipping price for different state. e.g- i want to use one shipping rate for my home state and different for another state. so pls help me how to do it?
NOTE: not shipping taxes, only shipping charges
and can i use minimum amount of shipping. e.g- a customer have to buy more than 399. below the price he/she can't buy any product. is there any way to do it?

You can create different locations for states and define shipping rates on the Shipping charges tab on the shipping update page.

If you mean the total amount of products in cart, please check the "Minimum order amount" setting in Settings->General.

sry, i didn't get it. how to ? in my location i have india as a country and another a state. and in shipping method i adeit two of them but when buy something its shows the country dedicated shippingcharges not the states

You need to configure locations correctly. If you want to set different location for one of the states, then create 2 locations: one contains only this particular state, another one - all states except one state.
i just created and when someone buy something on the billing address its shows the after select it when select the home or any other state the shipping charges showing is for the country shipping fees not for that particular state.
u can visit : https://www.odkart.com/
and select in billing/shipping address select india as a country and you can select any state the price of shipping will be same even after i select my home state i.e- odisha.
and in location i created india as a location and odisha as an another location. and i mention in shipping odkart shipping as a custom shipping. and i mention there that for india and its states under Rs. 1999 INR the shipping charges will be 249 above it it will free and for odisha it is Rs. 999 and less than it shipping charges is 99.
but it only showing the 249 INR charges

i create two location one is for india and another for it's state odisha.
in india there every state without odisha is select to left.
and in odisha only the odisha state is dragged.
for indias other states i provide the shipping charges is 249.
and for odisha its 99.
but when a customer is order something from odisha its showing the 249 ruppes of shipping charges
The locations are set up correctly. I have no ideal why the location is not determined correctly. It is required to debug the issue on your server
