4.2.4 Menu Touch Events In Chrome, Must Click For Dropdown Subcategories

Install, that has been working great for years is:

Please help, client says various users of Chrome are unable to get CS-Cart single site's menu to show subcategories without having them do the following-

In Chrome address bar, type:

about:flags

... then press Enter.

Scroll down to the "Touch Events API" row, and change the setting from Automatic to Disabled.
This should restart/relaunch the browser to enact the changes.

Question is, how do we make the menu expand to show subcategories on hover WITHOUT requiring every visitor to change their Touch Events API settings in Chrome?

Menu expands on hover perfectly for all other browsers.

Might there be a custom css addition that will resolve for all, without touching core files?

Thanks demeldoo, but really hoping someone can find a solution to this vital issue that occurs on Win10 Touch Screen Laptops using Chrome. ALL other CS-Cart customers should want a resolution to this issues as well.
