CSC is calling this functioning as designed which is total BS. Is no one else having this issue?

"Come on guys! You aren't hearing what I'm saying. Without an International Ground selection in the FedEx module in CS-Cart there is no way for me to offer International Ground to our customers. FedEx may very well use the same rates but if the customer is in Canada and they go to check out they will not be offered FedEx Ground as they are in Canada....
May be the same rates but it is not the same service.
Unless you can tell me how to offer FedEx Ground or Home Delivery to Canadian customers when we are based in the USA then I don't know how to make this happen.
If I call FedEx you know they will send me right back to you! You had International Ground in the last version before the update... just put it back in there and we are good.
Right now I can't offer International Ground to our Canadian customers so unless you can tell me how to do that then I'm stuck."
