I want to add text to the cart just below the promotioncode. Where can I add it?

I am using cs-cart version 4.4.3

Go to design/Layouts/checkout layout and add a html block or a html with smarty support block under the order summary block. you might need to do a bit of CSS to get it to line up.

I want the text in the cart, not the checkout. I can't find where to add it.
