We have developed the Hide Payment And Shipping Methods add-on that enables you to hide desired payment and shipping methods from certain user groups. It provides additional settings to control what payment and shipping options your users get access to.
The add-on solves the following problem. Let’s say you accept credit card payments, except from your wholesale customers. You want them to pay via the purchase order only. The default settings are not flexible enough in this case. Your wholesale customers can still see the credit card payment option at the checkout. Whereas, our add-on allows you to hide the credit card payment method from this specific user group.

Because if All user groups is unchecked and another user group is unchecked should be disabled for it, right now than seams to doesn't matter if a user group is checked or unchecked if Registered user is checked, because all users that are in user groups are registered

I am not sure that it is a bug, because Registered is also the user group that should appear in the list as all other user groups. Here the reverse logic is needed - restriction for user groups. It is easier to understand and use if there are two separate settings.
Say you have wholesale member group, original price 100$ wholesale 80$. When signed in wholesale see 80$ he has no choice to pick or see both prices at once..
Now if you apply same for shipping method or payment method wholesale see all, so its clearly a bug..

If you mean quantity discounts, you can choose only one user group there, so there is no problem. But the another situation is with payment and shipping methods because there you can choose more than one user group.
Customers most time want additional group members to be forbiden of using particular shipping or payment method exactly what your addon does, but what is the logic behind default installation..

Yes, I agree, the default version might have to be modified a little bit.
Now the main administrator can hide shipping and payment methods from other administrators. You can find it especially useful if you have a number of admins.
In fact there should be just option in settings, does additional customer groups also belong to registered group.
Sure it is a logical bug. Why would you promote someone to particular group but he remains is same boat with registered group...
You are spot on with this. The logics being used with registered users is stupid, if you change a person to a user group they should be part of that group and not registered users anymore. I want to switch off credit card payment to a user group and the only way to do it via an addon.

This addon does not seem to truly Hide a payment method. Hidden and restricted are completely different. What would be useful is the ability to Hide payment methods much like we can do for many other things in CSC. This way Admin/Sales have access to them for any customer but the customer does not.
