What Jesse and smavtron are saying is that this is stored in the languages (Admin->Languages). You can search for the phrase "Page_title_text" and modify as needed.

Here lets make it easy.
Log into admin. Click on Design then click on Site Layout. You will see right there where it says Page title. Just change this and you are all done.

I change the title and it still says "Welcome to CS-Cart demo store". I paid for the license and want this text to go away.. I've seached the forum and haven't found the solution yet.

I got back and look and it has my text.. but it won't show up on the live page!

Try clearing the cache by either:
http://yourdomain.com/index.php?cc

or
rm -r var/cache
from the root of your store.

Did both of them and it's still there. Is there another place somewhere that this line gets changed? I changed it on the same page as the "page metatags etc."

EDIT: was able to change it in customization mode instead of in the template.

Thanks for the effort though!

Matt,

Have you check out the file writting permission for these files is set to 644? Some time it might be the case of blocking anything writing to the files.... ;)
