Collect From Store Not Working

Hi,

I'm trying to setup an shipping method: Collect from our store with no charges.

But it's not working. Only shows when I add charges.

Why it's not working?

Using the latest CS Cart Multivendor 4.3.8

Because a rate of zero indicates that shipping method is not applicable to the purchase.
