Yes I have noticed it. It is just that hear many times over that many hosts just oversell their servers in practice.

Unless they are not honest about this being "dedicated", you can't really oversell a dedicated server unless they don't have the bandwidth to support the bandwidth purchased by the customer. This statement is usually made against VPS or shared hosting services where the CPU and Memory resources are oversold by putting too many accounts on a single server..
