I am afraid it is not possible in the default functionality. Why don't you want to divide this row into separate tags? Because commas are not usual for tags.
There is also addon on the marketplace which allows to export/ import tags:

so... i can make a page with all models for each brand, the first quote is one brand
and to link each like "index.php?dispatch=tags.view&tag=5150"

So you want to convert description to one tag, right?
not whole description
each models, independently, see all models are with commas ....so if i use tags for each model i can show products for each model
It is required to create a special script which will parse your description and add necessary records to cscart_tags and cscart_tags_links. Feel free to contact us if you need help with this task.
