Because for the vast majority of bugs reported they simply respond with "contact help desk" which then there is no published resolution or acknowledgement of the problem (they just disappear). That's why they need a real bugtracker and to for it to be used by helpdek too when defects are found.

so up to this time if we don't submit question in bugtracker page, and just post it here or via help desk, support team not update their bug tracker?

We post all the confirmed bugs in our inner bugtracker. No matter if the issue was reported on forum or via Help desk.

We did not reproduce this particular issue with PayPal in default CS-Cart version. This is why we asked to contact us via Help desk so we could examine the problem.

As I said, they disappear from sight (we don't have visibility into your inner bugtracker). Hence we end up chasing problems that are already solved.
