How to install google tag manager on cs-cart site?
You can create a new HTML block on the default location of your layout (Design > Layout) and add the script to it.
You might need to set the Default wysiwyg editor option on Settings > Appearance page to do not use before creating the new block. You can enable the desired wysiwyg editor after adding the code to the block.
Also, you can look for a third-party add-on with this functionality on our Marketplace ( http://marketplace.cs-cart.com )

Isn't it rather Design>templates ?
Or
creating a new block here (default page), but where ?
Adding a cript, ok but in the case of GTM, it should be placed after the head tag for one part and after the body tag for the second part. Right ?
Please could you give us more informations to do that, or is there a tutorial for that ?

It is better to use hooks that are defined in the design/themes/YOUR_THEME/templates/index.tpl file, for example, head_scripts and body. But I would say that the Google Tag Manager add-on does not cost much, but you will not have to configure GTM by yourself.
