Once Per Customer Promotion Not Working

Hi all,

I have a once per customer promotion set up on my website. I guess this checks the customers email address?

However, the website keeps giving users who order more than once with the same email address the discount.

Has anyone else experienced this problem?

Screenshots attached of how the promotion is set up.

Any help would be much appreciated.
