You can certainly do that. The problem is that there is no real mechanism in cs-cart for reporting coupon code (or any promotion) usage. So while you might be able to provide a coupon code to an affiliate so their customers can use it (like for a small discount), it would require some custom development in order to report the usage for determining affiliate usage.
Note that someone (or maybe multiple developers) has picked up the old affiliate addon that was discontinued by cs-cart a couple of years ago. I would search the marketplace for 'affiliate' and see what comes up. Probably a much better solution than try to cobble together coupon codes.
If you wanted to provide a commission to someone on purchase of a product (artwork, photography or other digital products), you could use our Product Commissions addon and it will provide you the reporting you need to pay your artists or other agents.
