Which does CS Cart use for the SEO description, the "Full Description" or "Short Description" or "Promo Text" and what will happen if all boxes are filled out?

Do you mean meta description? In this case, please use the Meta description field in the SEO tab. If the value of this field is empty, the system gets category meta description
