One Account With Two Usernames With Different Privileges

Hi,

Can in CS cart I have same account with two usernames with different privileges.

From one username I can add to cart but cant checkout. With another username I can modify the cart as well as checkout (place the order).

Is there a way of achieving it if not via two different usernames?
