We have an addon that is generally used to display a promotion. It displays until closed and can be specified to only appear on a specific page. You can style it as you like (default is just a red background in 3 sections with white text). It can be configured to use 1, 2 or 3 sections of information.

It was actually quite simple. I added a block with the message. It's not dismissable like default cs-cart notices, but it does the trick.
