Eu Cookie Law - Cs-Cart Option Rate Topic   - - - - -

Hi all guys,
I've recently got an issue enabling cs-cart option about eu-cookie-law alert under

Backend>Setting>Security

but i got a duble alert , one working and one who send me to a capcha image.
anyone kown how to solve this?
i got a look at the code and din't find anything , google doesn't help.
