Add Facebook Pixel In Cart Thank You Page

I want to be able to add a facebook pixel into the thank you page after an order has been completed.



I found these instructions:

But I am not sure if that is the right file I have to make? Also, when I make the file, so I just the facebook code? or do I have to add some code before or after it?
